In late 2003 KCDC began putting together an agency-wide five-year strategic plan.
The work on this plan continued through 2004 when it was rolled out to employees
for input. Starting in January 2005 the plan, aptly titled “A Clear Road Ahead,”
was put into action.
Many successes and achievements were realized in the initial plan year. At the onset
of 2005, KCDC had identified nine Critical Success Factors (CSFs) that needed attention
and 27 Performance Measures that would lead us to determine whether or not we had
impacted these CSFs. Each month the Continuous Improvement Team (CI Team), led by
KCDC President/CEO Alvin Nance and made up of a team of 13 employees, met to discuss
each of these CSF areas and the measures associated with them. Additionally, in
these meetings, the CI Team heard reports on a variety of company issues, CSF Team
presentations/recommendations and strategic planning concepts.
In the fall of 2005, KCDC instituted its Strategic Planning Office staffed by two
strategic program evaluators reporting to the chief operating officer. This staff
has worked to align the “Clear Road Ahead” Plan with the strategic plan and objectives
of its federal governing agency, the Department of Housing and Urban Development
under the President’s Management Agenda (PMA) and the Program Assessment Rating
Tool (PART).
Lessons learned in 2005 led us to realize that the foundation of our five-year strategic
plan was solid, but that some minor tweaks could help us to improve its overall
validity. The nine CSFs have been condensed into six strategic objectives or end
outcomes. Over the next four years of the plan, these end outcomes include:
- Become the Premier Provider of Affordable Housing
- Improve Downtown and Surrounding Neighborhoods
- Advance Workforce Development and Performance
- Achieve Long-Term Financial Control
- Improve Processes to Increase Efficiency
- Maintain Performance Statuses Most Favorable to KCDC
